The NORRA of 2025 seeks to severely restrict the ability of federal district courts to issue injunctive relief, a vital judicial oversight mechanism. This legislation would undermine the constitutional separation of powers by limiting federal courts' authority to ensure the executive branch acts within the law. Such an extreme constraint on the judiciary threatens the system of checks and balances fundamental to American democracy. Judicial oversight allows courts to temporarily halt potentially unlawful or unconstitutional executive actions while cases are fully adjudicated. Eliminating this crucial function would deprive individuals of an essential means to protect their rights from overreach by the federal government. The proposed three-judge panel provision is insufficient, as it leaves most cases without impartial review. This bill represents an unacceptable infringement on the independence of the federal judiciary. Its passage would erode a bedrock principle of American governance - that no branch of government should operate without restraint. I urge you to uphold the system of checks and balances by voting against the NORRA of 2025. Preserving judicial authority to issue injunctive relief when warranted safeguards liberty and promotes accountability across all levels of government.
