This bill seeks to provide relief to American hostages and wrongfully detained individuals by postponing tax filing deadlines, reimbursing penalties and fines, and terminating the tax-exempt status of organizations that provide material support to terrorist groups. While supporting hostages is important, granting broad authority to the executive branch to unilaterally designate organizations as "terrorist supporting" raises constitutional concerns about due process and the separation of powers. There should be robust judicial oversight and an opportunity for organizations to contest such designations before losing their tax-exempt status. The provisions empowering the executive branch in this manner undermine vital checks and balances. I urge you to amend the bill to address these issues and ensure adequate safeguards are in place.
