I am writing to urge Congress to take immediate and deliberate action to support federal employees who have been displaced or forced to resign as part of the Deferred Resignation Program (DRP). These individuals represent a highly trained and experienced segment of the federal workforce whose loss weakens institutional knowledge, operational continuity, and government efficiency across numerous agencies.
Participants in the DRP were often compelled to separate from service not for performance reasons, but as a result of organizational realignments, shifting priorities, or cost-saving initiatives. Many of these public servants dedicated years—often decades—to advancing the mission of their agencies, upholding federal ethics standards, and safeguarding taxpayer resources. Yet, after their separation, there is currently no structured mechanism to facilitate their reemployment within federal, state, or local government systems.
I respectfully request that Congress consider legislation or administrative policy directing agencies to preferentially hire or reappoint DRP participants into suitable roles for which they are qualified. Such a policy could mirror the intent of existing veteran or priority placement programs, ensuring these employees receive fair consideration and a pathway to continue public service.
This initiative would accomplish several important goals:
Retain institutional expertise that would otherwise be lost to the private sector.
Reduce costs associated with recruiting and onboarding new employees.
Demonstrate federal commitment to ethical stewardship and fair employment practices.
Reinforce public trust by valuing and protecting career public servants.
At a time when federal agencies face workforce shortages and increasing operational demands, re-hiring displaced DRP participants is both a practical and moral imperative. These professionals have proven their dedication to the United States government and deserve an opportunity to continue that service.
