Prioritize affordable housing in wildfire rebuilding areas

To: Sen. Menjivar, Asm. Rodriguez, Gov. Newsom

January 10

The devastating fires in the Palisades area have caused immense destruction and displacement for residents. While the real estate market will eventually recover, there is a risk that investors and developers could swoop in and rebuild overpriced housing that is unaffordable for average wage earners. To prevent this and promote equitable access to housing, legislation should be enacted to prioritize affordable housing initiatives in the affected areas. Such legislation could include measures like reserving a certain percentage of rebuilt housing units for lower and middle-income buyers at below-market rates. Additionally, incentives or financing assistance could be provided to encourage the construction of prefabricated or modular homes, which are often more cost-effective. Restrictions could also be placed on investors purchasing multiple properties for redevelopment, giving preference to individual homebuyers instead. By taking proactive steps now, we can ensure that the rebuilding efforts benefit the local community and provide attainable housing options for all income levels, rather than catering solely to luxury buyers. Striking the right balance between economic recovery and housing affordability is crucial for creating a resilient and inclusive community in the wake of this tragedy.
