No federal troops in US cities

I am extremely concerned about federal troops being sent in to American cities to control protestors. What can Congress do to stop this? I believe that Donald Trump is doing this now in order to gain practice and experience of putting troops on the ground when he steals the election in November. He is sending the American people a warning sign of what will await us if we oppose him. We need leaders to begin to prepare NOW for what we will do when this happens. We must find a way to stop this from happening.
