Governor Wolf, mobilize the Guard to provide logistic support for 2020 Election

I am calling on Governor Wolf to use the logistical expertise of the PA National Guard in ensuring that the USPS can fulfill its constitutional duty and serve the citizens of Pennsylvania by ensuring their election mail is delivered promptly and securely. Article I, Section 8, Clause 7 of the United States Constitution states: Congress shall have the power, "To establish Post Offices and post Roads" Equal access to timely and secure communication has been a key principal of the United States since its founding documents were first signed. "The postal powers of Congress embrace all measures necessary to insure the safe and speedy transit and prompt delivery of the mails. And not only are the mails under the protection of the National Government, they are in contemplation of law its property." In a July 29th letter, from Thomas J. Marshall, general counsel and executive vice president for the Postal Service, to Pennsylvania Secretary of State Kathy Boockvar, whose department oversees elections, the United States Postal Service warned Pennsylvania that mail ballots may not be delivered on time to be counted because the state’s deadlines are too tight for its “delivery standards.” This unconscionable dereliction of duty by newly anointed Postmaster General Louis DeJoy must be stopped. Pennsylvania Governor Tom Wolf has the power to order the PA National Guard to assist in times of emergency, and this... make no mistake... is an emergency.
