Retraining American Police- Use of Force

I am a former military police officer and currently a civil rights attorney in California. I believe that American police officers are woefully undertrained in the application of the use of force, particularly in the use of deadly force. I suggest that you craft a bill providing for the retraining of American police on the proper application of force and deescalation techniques.
