An open letter to State Governors & Legislatures COVID-19's financial impact on Texans

As COVID-19 causes cancellations of events around the country, many people in Texas are suffering financially. I have a friend who works for an AV company that supports events and today he was laid off as every event his company was contracted to support cancelled through the end of May. Many in the service, entertainment, and convention industries are already feeling the brunt of the CoronaVirus and they're not even physically ill.
What does the State of Texas plan to do to help these people? Emergency funding must be provided quickly to help these hard hit Texans. Perhaps an emergency unemployment/underemployment fund with an expedited payout process can be implemented quickly?
This is a matter of utmost importance and federal bailout funds will be directed towards corporations hard hit by this pandemic and may take many weeks to be realized and yet, even then, Texans impacted most will be very unlikely to ever see a dime from those federal funds.
