Mail-in ballots for November 3

I am writing with concern for the proposed plan for voting in the November 3rd general election in the context of the Covid-19 pandemic. Number 1, I am concerned about the plan to send every registered voter an application for an absentee ballot, rather than mailing the ballots themselves. This is likely to be confusing to some voters, since they received actual ballots for the Primary. As well, the State Board of Elections recommended against this because they may not have adequate staffing to handle a large influx of requests all at one time. They also have to process an application AND a ballot for each voter who applies. Although it would be ideal that we can have all polling places open for early voting and and for Election Day, this is very unrealistic. Many poll workers are retirees, who are in a high-risk group for contracting Covid-19. I worry that there will not be adequate staffing for polling places, and that at the last minute, places will be closed, leaving voters to scramble to find a way to vote. This especially has the potential to disenfranchise poor voters and rural voters who may lack transportation. I would like to request that Governor Hogan mail actual ballots to all voters in Maryland. The pandemic is likely to surge in the fall, and absentee voting is the safest, most reliable recourse for many people. As for the Primary, yes, some polling places should be available for in-person voting. These locations should be made safe for workers and voters, and should be well publicized in advance.
