It promotes more extreme restrictions, such as barring undocumented immigrants from attending college or receiving student loans, creating a class of people that will be forever stuck in poverty, with very few chances to break free. The document also sets a tone of not taking racial and ethnic disparities seriously. There is not even the semblance of concern or thought towards Black communities and others that have historically been targets for environmental harms and their right to live, thrive, and access education is specifically attacked.
