Some services such as Social Security will be attacked as they have to do with "wealth redistribution". You can't get more American than a government that helps protect those in need and their basic needs for life. They even want to privatize the Veterans Administration! The Heritage Foundation is the same organization that has been around for decades pushing policies designed to make wealthy white people even richer.
