Demand Transparency on SAVE Voter Data Collection Program
To: Sen. Tillis, Sen. Budd, Rep. Foxx
From: A constituent in Granite Falls, NC
October 9, 2025
I am deeply concerned about the Trump administration's use of the Systematic Alien Verification for Entitlements (SAVE) program to check the citizenship status of over 33 million voters. This represents a significant portion of our electorate, and the lack of transparency surrounding this program is alarming.
The recently upgraded SAVE system, operational since August 15, allows election officials to use minimal personal information - just the last four digits of Social Security numbers, names, and birth dates - to verify citizenship or death status. While some states have adopted this system, others are rightfully hesitant due to serious concerns about data security and privacy.
What's most troubling is that the Department of Homeland Security has not responded to Congressional inquiries about SAVE. This silence is unacceptable. As my representative, I urge you to demand immediate and comprehensive information from DHS about this program.
We need clarity on several critical points: How accurate is SAVE? What safeguards are in place to prevent eligible voters from being improperly removed from voter rolls? How is the data being protected from potential breaches? What oversight mechanisms are in place?
The potential for SAVE to create a de facto national voter registration list is concerning, especially given the current administration's history with election-related initiatives. We've already seen states like Ohio and Louisiana use SAVE to identify potential non-citizens who have voted, but without proper safeguards, this tool could easily become a means of voter suppression.
The integrity of our elections is paramount to our democracy. We cannot allow a system shrouded in secrecy to potentially disenfranchise eligible voters. I implore you to act swiftly. Demand a full briefing from DHS on the SAVE program, its implementation, and its potential impacts on voter rights. Our constituents deserve transparency and assurance that their right to vote is protected.
Time is of the essence. With each passing day that SAVE operates without proper oversight, the risk to our democratic process grows. Please prioritize this issue and keep me informed of your actions and any responses you receive from DHS. The sanctity of our elections and the trust of the American people in our voting system hang in the balance.
