URGENT: Oppose Gated Communities and Biometric Surveillance in Gaza

To: Sen. Manchin, Rep. Mooney, Sen. Capito

From: A constituent in Martinsburg, WV

October 31

I am reaching out to express serious concern over reports that Israel may implement “gated communities” in northern Gaza, which would utilize biometric surveillance systems to control the movement of Palestinians. This proposal, if realized, would not only infringe on fundamental human rights but also implicate American interests if U.S.-based security contractors are involved in managing these systems. I urge you to oppose any U.S. participation or support for this plan and advocate against its implementation on the international stage. The introduction of biometric surveillance and restricted movement through gated zones in Gaza raises significant human rights concerns. By forcing civilians to pass through biometric scanners and live within confined areas, this plan risks violating protections guaranteed under international law, including the Fourth Geneva Convention, which protects civilians in occupied territories. Limiting freedom of movement and using invasive technologies in such a manner would likely lead to significant humanitarian issues, as documented by organizations such as Amnesty International and Human Rights Watch. Furthermore, implementing such surveillance-heavy gated communities risks setting a troubling precedent that could affect marginalized communities globally. Biometric tracking has already faced criticism in various countries for privacy invasion and potential misuse. Supporting this initiative could inadvertently endorse similar practices elsewhere, undermining U.S. advocacy for privacy and civil liberties. As a U.S. citizen, I am deeply concerned about the ethical implications of our government supporting or allowing American contractors to participate in such a program. Additionally, U.S. complicity in this project could harm our standing in the international community, drawing scrutiny over our commitment to human rights. Engaging in this plan would also risk entrenching an oppressive system that prevents meaningful, humane solutions to security concerns in Gaza. I urge you to: 1 Advocate for halting any U.S. support or involvement in the proposed gated communities in Gaza. 2 Publicly oppose the use of biometric technology to control civilian populations in this way, especially in regions with complex humanitarian needs. Thank you for your attention to this urgent matter. Your leadership in opposing this troubling initiative would reflect a commitment to upholding human rights and protecting the dignity of all individuals.
