I’m writing as your constituent to urge you to vote in favor of H. Con. Res. 89. The resolution is straightforward: it directs the President, pursuant to section 5(c) of the War Powers Resolution, to remove United States Armed Forces from hostilities against the Islamic Republic of Iran or any part of its government or military. That includes potential ground forces in a combat role or used for occupation. Importantly, the resolution also lays out clear boundaries. It would not prevent the United States from defending itself, its Armed Forces, its diplomatic facilities, or allied states from imminent attack. It also does not prevent maintaining a troop presence in the region for defensive purposes, and it does not require removal of U.S. Armed Forces who are not engaged in hostilities against Iran. In other words, the resolution targets offensive hostilities while preserving narrowly defined defensive capabilities. The resolution further includes protections for essential security functions. Nothing in the resolution is meant to disrupt intelligence, counterintelligence, or investigative activities relating to threats in or emanating from Iran or surrounding countries—covering the collection and analysis of intelligence and the sharing of intelligence with coalition partners, as long as the President determines such sharing is appropriate and in the national security interests of the United States. Finally, the resolution makes clear that it is consistent with the War Powers Resolution’s rule that nothing in a concurrent resolution should be construed as authorizing the use of military force.
