I am writing to urge you to veto Sub. HB 492.
Ohio law already requires drivers to provide their driver's license, registration, and proof of insurance during a traffic stop. It also requires drivers to provide their name, address, and date of birth when an officer reasonably suspects they have committed a criminal offense. Sub. HB 492 goes much further by requiring this personal information for any motor vehicle-related offense, including civil violations, while also expanding criminal penalties for interfering with arrests related to motor vehicle laws.
I am concerned that this bill unnecessarily increases criminal penalties for minor, non-violent conduct during traffic stops. I am also concerned about the potential for abuse if individuals impersonating law enforcement or federal agents attempt to exploit these expanded requirements. There have been already been documented instances of militia members falsely presenting themselves as plainclothes ICE agents - in situations where officers may not be immediately identifiable, mandating compliance threatens the safety and privacy of Ohio's most vulnerable residents.
Sub. HB 492 is a dangerous and unnecessary piece of legislation that should be vetoed immediately.
