Protect Our Privacy and Close the Nlets Loophole

To: Del. Amprey, Sen. Hayes, Del. Conaway, Del. Wells, Gov. Moore

From: A constituent in Baltimore, MD

November 26

I am asking you to take action this session to close the Nlets loophole and protect residents from unauthorized federal access to driver and vehicle records. Right now, ICE and DHS can query DMV data through Nlets without clear state oversight. Most people have no idea this is happening. Other states have already blocked federal agencies from using Nlets to pull their driver data. Our state should do the same. Unrestricted access to DMV data puts immigrant communities, mixed-status families, and anyone who drives at risk. It also undermines trust in state agencies, creating fear that routine interactions, like getting a driver’s license, can expose people to federal enforcement. I am asking you to: - Prohibit automatic sharing of DMV data with ICE or other DHS agencies through Nlets. - Require public logging and reporting of all federal and out-of-state requests for DMV information. - Ensure that any sharing of sensitive data only occurs with a warrant or clearly defined legal process. Closing the Nlets loophole would protect residents’ privacy, increase transparency, and strengthen community trust. Please act now to keep this data safe. Thank you.
