I am writing to demand immediate congressional oversight and investigation into the newly announced “Shield of the Americas” initiative and the appointment of former Homeland Security Secretary Kristi Noem as Special Envoy. The circumstances surrounding this appointment raise serious concerns about accountability, ethics, and the misuse of taxpayer resources. During Secretary Noem’s tenure at the Department of Homeland Security, multiple controversies emerged, including a $220 million taxpayer-funded advertising campaign that lawmakers have already called for investigation over potential conflicts of interest and contracting irregularities. Americans deserve to know how these funds were allocated, which entities benefited from the contracts, and whether federal procurement laws were followed. Equally concerning are reports of deadly immigration enforcement operations carried out during her leadership that resulted in the deaths of civilians, including U.S. citizens. These incidents demand transparent investigation and public accountability. When the actions of federal agencies result in loss of life, the American people must have confidence that there will be independent review and clear consequences if wrongdoing occurred. Instead, it appears that Secretary Noem is being reassigned to a newly created diplomatic role attached to a brand-new policy initiative that has not been clearly authorized by Congress. This raises serious questions about whether a senior official facing significant controversy is simply being moved into another influential position without adequate accountability. Congress must clarify: • What statutory authority created the “Shield of the Americas” initiative? • Whether the Special Envoy position requires Senate confirmation. • What salary, funding, and staff will support this role. • Whether existing federal funds are being redirected to support the initiative without explicit congressional approval. • What independent investigations have been conducted regarding the deadly enforcement incidents that occurred during Secretary Noem’s tenure. The American people deserve transparency and accountability when taxpayer funds are spent and when federal policies lead to loss of life. Reassigning officials to new roles without addressing unresolved controversies undermines public trust in government. I urge Congress to exercise its constitutional oversight authority and ensure that no administration—regardless of party—can bypass accountability through reassignment or executive action.
