Urgent: Strengthen Protections Against ICE Abuses
To: Sen. Kim, Sen. Booker, Rep. McIver
From: A verified voter in Jersey City, NJ
December 5
I am writing to demand immediate action to hold ICE accountable and protect our communities from unchecked abuses of power. ICE operates with impunity, empowering bad actors and creating conditions ripe for impersonation. People are being violently beaten, forced into unmarked vans, and disappeared. In 2025 alone, at least 20 people died in ICE custody, the deadliest year since 2004. END QUALIFIED IMMUNITY: Support H.R. 4944 to eliminate qualified immunity protections for ICE agents. Officers who use violence must be prosecuted to the fullest extent of the law, including supervisors who give illegal orders or cover up violations. MANDATE TRANSPARENCY: ICE officers must wear standardized uniforms with visible badges at all times. Body cameras must be universally deployed and recording all stops and arrests. ICE's current body camera policy lacks enforcement. Officers must be prohibited from covering their faces except for religious headwear and medically necessary N95 masks. PROTECT SENSITIVE LOCATIONS: ICE must be banned from all legal offices, courthouses, schools, childcare facilities, and medical buildings. State and local officials must be prohibited from assisting ICE operations. ENSURE HUMANE TREATMENT: All ICE facilities must meet basic safety standards with independent third-party monitoring. Detainees must have guaranteed access to legal counsel, family contact, medical care, and basic necessities. Strengthen congressional oversight rights to conduct unannounced facility visits. Prohibit solitary confinement in immigration detention. INCREASE ACCOUNTABILITY: Fully fund and empower the Office of the Immigration Detention Ombudsman and DHS Office for Civil Rights and Civil Liberties to investigate complaints. Require public disclosure of investigation findings. Establish clear performance goals for detention facility inspection programs. FUND ALTERNATIVES: Increase funding for community-based alternatives to detention that have proven more effective and humane. Frankly, abolishing ICE would save lives and immeasurable suffering. Until that happens, you have a moral obligation to do everything in your power to rein in this corrupt and oppressive agency. I expect concrete action, not empty promises. Our communities deserve safety, dignity, and justice.
