Demand Investigation into Lethal Force Against Alleged Drug Smugglers
To: Sen. Crapo, Sen. Risch

I am deeply concerned about the recent military strikes ordered by President Trump against vessels in international waters near South America. These actions, resulting in multiple casualties, demand immediate scrutiny and a thorough investigation. On Truth Social, President Trump announced a second strike that killed three individuals he labeled as "terrorists." This follows a similar operation two weeks ago that resulted in 11 deaths, allegedly targeting members of the Venezuelan Tren de Aragua gang. These strikes, conducted by US military forces, raise serious questions about the use of lethal force, the evidence supporting these actions, and their legality under both domestic and international law. The lack of transparency surrounding these operations is alarming. Defense officials have provided limited details, leaving the public in the dark about the justification for these strikes. Senator Jack Reed has already voiced concerns about the legality of these actions, and I strongly echo these sentiments. Of particular concern are the statements made by Defense Secretary Pete Hegseth and Secretary of State Marco Rubio, suggesting that more such operations may occur in the future as part of a campaign against drug cartels. This apparent escalation of military force in international waters, without clear congressional oversight or public disclosure, sets a dangerous precedent. I urge you to take immediate action by: 1. Calling for a comprehensive congressional investigation into these strikes, including the intelligence used to justify them and the legal basis for the use of lethal force. 2. Demanding full transparency from the Trump administration regarding the decision-making process behind these operations and any future plans for similar actions. 3. Examining the potential implications of these strikes on international relations, particularly with Venezuela, given the rising tensions and recent deployment of US military assets to the region. 4. Assessing whether these actions comply with US law and international agreements governing the use of military force outside of declared war zones. The use of military force against alleged drug smugglers in international waters is an extraordinary measure that requires rigorous oversight and justification. We must ensure that our nation's actions adhere to the rule of law and do not unnecessarily escalate tensions or violate human rights. Your swift action on this matter is crucial to uphold our democratic principles and maintain the integrity of our foreign policy.
