Dogs in China cooperated for salvation proving dogs are smarter than congress

Yesterday a meat truck in China, filled with stolen dogs, was traveling down a highway when ten of the animals escaped. A German Shepard among them was injured in the escape. The other nine dogs surrounded him on the shoulder of the highway and- cooperatively- all ten were able to aid one another and find their way home. Imagine if Congress could act like that?
