Dear Senator, As your constituent in Nevada, I appreciate the work you do representing our state in Washington. I’m writing today regarding the Senate parliamentarian’s recent decision to remove both the Hearing Protection Act (HPA) and the SHORT Act from the current reconciliation package over Byrd Rule concerns. These measures—delisting suppressors, short-barreled rifles, shotguns, and AOWs from the National Firearms Act—are crucial reforms to restore protections that the Supreme Court recognized in Sonzinsky v. United States by treating the NFA as a tax, not a rights restriction . The parliamentarian’s ruling halts this progress, and Republican leadership has indicated they will not override it . I urge you to take these steps: 1. Push to override the parliamentarian’s ruling and allow the HPA & SHORT Act to move forward in reconciliation. 2. Champion these reforms in the Senate floor debate—highlight the constitutional and commonsense rationale behind them. 3. Ensure bipartisan collaboration to incorporate these measures in future legislation, even outside reconciliation. Removing the outdated NFA regime would reduce burdens on lawful gun owners and affirm our Second Amendment rights. I ask that you publicly support efforts to override this ruling and deliver on this commitment. Thank you for your leadership.
