Urgent Congressional Action: Use War Powers to Stop Unauthorized Military Action

To: Sen. Hassan, Rep. Pappas, Sen. Shaheen

From: A constituent in South Hampton, NH

April 10

I am writing as a constituent to urge immediate congressional action in response to ongoing U.S. military operations involving Iran. Recent developments, including the breakdown of the announced ceasefire and continued military escalation, underscore the urgency of this moment. The constitutional and legal basis for these operations remains unresolved, and Congress is currently absent from Washington while hostilities continue. Under Article I of the Constitution, the authority to declare war and authorize the use of military force rests with Congress. When military action proceeds without clear authorization, it is Congress’s responsibility to act. I urge you to: 1) Return to Washington immediately and convene emergency congressional proceedings; 2) Introduce or support a War Powers resolution to halt any unauthorized or unlawful military action; 3) Reassert Congress’s constitutional authority over decisions to initiate or expand hostilities; 4) Ensure that any continued use of military force is subject to explicit congressional authorization. This is not a theoretical concern. Ongoing military actions carry immediate consequences for American service members and for civilians abroad. Congress has both the authority and the obligation to act in moments like this. I ask you to take these steps without delay and to publicly communicate what actions you are taking in response.
