Subject: Support the Trade Review Act of 2025 to Reassert Congressional Authority over Trade
Dear Senator Kim,
I am writing to express my strong support for the Trade Review Act of 2025 and to urge you to champion its passage in the Senate. This bipartisan legislation, introduced by Senators Grassley and Cantwell, is vital for reasserting Congress's constitutional role in regulating trade and preventing the potential economic damage caused by unchecked presidential tariff actions.
As the New Civil Liberties Alliance (NCLA) has argued, tariffs are a tax on Americans' commerce, and the Constitution grants Congress the exclusive power to impose them and regulate foreign commerce. Presidents can impose tariffs only when Congress grants permission.
The Trade Review Act of 2025 is modeled after the War Powers Act, acknowledging that trade wars can be as devastating as military conflicts.
