Amend HR 22 and HR 8281 to include language allowing someone to explain the difference in last names shown on the photo ID & birth certificate with a document such as a marriage certificate or adoption papers. This is critical for people, who do not have a passport, military ID, indigenous citizen ID, to register to vote.
