Preserve Senate's appointments role, limit recess appointments.

The Constitution limits the President's recess appointment power to true Senate recesses and vacancies that arise during those recesses. Allowing the President to force a recess and make recess appointments for all Cabinet positions would undermine the Senate's critical advice and consent role in the appointments process. This would disrupt the constitutional balance of powers between the executive and legislative branches. The President should refrain from abusing the recess appointment power to circumvent the Senate's constitutional prerogatives except in true emergencies when vacancies arise during an actual Senate recess.
