Mandating transparency, accountability for federal agents conducting operations

To: Sen. Crapo, Rep. Fulcher, Sen. Risch

June 26, 2025

Allowing federal agents to conceal their identities during law enforcement operations sets a dangerous precedent and undermines accountability. While masks may aim to protect agents from harassment, the same rationale applies to protesters exercising their First Amendment rights. Just as we expect transparency from protesters, Immigration and Customs Enforcement (ICE) agents should be clearly identifiable when carrying out their duties that impact communities. Obscuring identities only breeds further mistrust between ICE and the public. Increasing scrutiny and oversight is crucial to address concerns over potential civil rights violations and misconduct during high-profile raids. Federal officials have an obligation to operate with full transparency. I urge you to support legislation prohibiting federal agents from concealing their identities while on duty. Agents must be held to the same standards of identification as the protesters they police. Upholding equal accountability is vital to preserving civil liberties and fostering public trust in law enforcement operations, particularly those impacting vulnerable communities. Consistent openness and identifying measures should be mandated for all parties involved.
