I am a constituent, a nonprofit leader, and the mother of a young adult with significant disabilities. Recent warnings from leading AI researchers about the possible catastrophic risks of increasingly powerful AI systems are deeply concerning to me. While no one can calculate the risk with certainty, the potential consequences are too serious to rely on voluntary promises from the companies developing this technology.
I am asking you to support meaningful federal safeguards for advanced AI, including independent safety testing before powerful systems are released, mandatory reporting of dangerous incidents, strong whistleblower protections, and strict limits on autonomous access to critical infrastructure such as electrical grids, water systems, communications, transportation, financial networks, and healthcare systems.
Meaningful human authorization must always be required for the use of weapons and other actions capable of causing catastrophic harm. That protection must never be bypassed on the theory that a “good” AI needs autonomous authority to act quickly enough to defeat a malicious AI. Speed cannot become an excuse for removing human judgment from decisions that could endanger millions of lives.
This danger also cannot be addressed by one country alone. I urge the United States to pursue binding, verifiable international agreements governing the development and deployment of the most powerful AI systems. These agreements must include shared safety standards, independent inspections, reporting requirements, restrictions on autonomous weapons and access to critical infrastructure, and meaningful consequences for violations. Without international cooperation, competition among countries could create pressure to abandon essential safeguards.
Companies racing to develop more powerful systems cannot be permitted to regulate themselves, and nations cannot be allowed to race one another toward increasingly dangerous capabilities. Congress must establish enforceable domestic oversight while supporting international action before these systems advance beyond our ability to control them.
AI may offer enormous benefits, but those benefits do not justify gambling with our children’s future. Please make responsible AI regulation and international cooperation a priority, and let me know what action you are taking to protect the public.
