Oppose the SAVE Act (S. 128) - Voter Suppression Disguised as Election Security

I urge you to vote no on the SAVE Act (S. 128), which passed the House on April 10, 2025, by a narrow 220-208 margin. This legislation is voter suppression disguised as election security, and it would disenfranchise tens of millions of eligible American citizens while solving a problem that does not exist. Non-citizen voting is already illegal and exceedingly rare. Current federal voter registration forms require registrants to affirm citizenship under penalty of law. The SAVE Act would instead require all voters to provide documentary proof of citizenship—typically a passport or birth certificate with photo ID—whenever they register or update their registration. Real IDs and military IDs would not be acceptable without accompanying documentation. The discriminatory impact is staggering. Over 21 million otherwise eligible American voters don't have proof of citizenship documents readily available. Passport ownership correlates strongly with income and education, with people earning over $100,000 three times as likely to have current passports as those earning below $50,000. As many as 69 million American married women do not have birth certificates with their current legal names. Lower-income individuals, younger first-time voters, new citizens, seniors, voters with disabilities, and rural voters would face the greatest barriers. The SAVE Act would also eliminate the online voter registration systems that 42 states currently use by making no allowance for online submission of citizenship proof. It would end third-party voter registration drives entirely, since election officials must review proof of citizenship in person with no allowance for copies. As of 2022, only 5.9% of voters registered in person at election offices, while 55% registered through motor vehicle departments. Forcing all registrations in person would create overwhelming lines and dramatically increased costs for state and local governments. This bill would prevent tens of millions of eligible citizens from voting to stop perhaps a few dozen non-citizens. That is not election security—it is voter suppression. I ask you to oppose the SAVE Act.
