I am writing as your constituent in Windham, and as the author of a study documenting how democratic accountability is being dismantled in this country — not through any single dramatic act, but through lawful, ordinary means that draw little notice precisely because each step is legal. The pattern is consistent. In 2026, a federal rule moved roughly eight thousand career civil-service positions into at-will status, stripping the protections that kept them insulated from political removal. The Consumer Financial Protection Bureau's enforcement capacity was cut by administrative action, without repealing a single statute it enforces. Executive Order 14173 revoked the sixty-year-old framework requiring federal contractors to maintain equal-employment programs. In each case the law stayed on the books while the machinery that gave it force was quietly withdrawn. This is not hypothetical, and it is not partisan housekeeping. Women are a target of this design, not a side effect. The governing federal blueprint calls for deleting the terms "gender," "abortion," and "reproductive rights" from every federal rule. A constitutional right held for nearly fifty years was withdrawn in Dobbs. Women working full time are still paid about eighty-one cents for every dollar paid to men, and Black women sixty-five. Black women die of pregnancy-related causes at more than three times the rate of white women, at every level of education. In March 2026, the United States cast the lone vote at the United Nations — 37 to 1 — against strengthening women's access to justice. I am not asking you to acknowledge these facts. I am demanding that you act on them. Restore the merit-based civil-service protections the 2026 rule eliminated, and hold hearings on it. Reinstate the federal-contractor equal-employment framework. Restore and fund the CFPB's enforcement authority. Codify the anti-discrimination and reproductive protections now being erased by administrative fiat. Reverse this country's position on women's rights at the United Nations. Accountability that can be removed by rule can be restored by law. That is your job. I expect a written reply stating what you will do, and by when.
