Request to Expand Disabled Veteran Property Tax Exemption to Veterans Rated at 90% Dear Governor Moore, I am writing to respectfully request your leadership in expanding Maryland’s property tax exemption for disabled veterans. Under current state law (Tax–Property §7-208), only veterans who are rated at 100% permanent and total (P&T) or deemed unemployable by the Department of Veterans Affairs are eligible for a full exemption on property taxes for their primary residence. While this provides vital relief to some of our most severely injured veterans, the current cutoff excludes many others who live with significant, life-limiting service-connected disabilities. For example, veterans rated at 90% service-connected are often dealing with multiple serious conditions that affect daily life, employment, and family stability. Yet, they remain responsible for full property tax payments despite being only one step below the qualifying threshold. This exclusion creates an inequity. A veteran rated at 90% may have nearly the same limitations and financial strain as a peer rated at 100%, but the law treats them very differently. With housing costs and property taxes continuing to rise across Maryland, this burden places additional stress on veterans who have already sacrificed greatly in service to our nation. I urge you to support and champion legislation that would: 1. Expand the current property tax exemption to include veterans rated at 90% service-connected disability by the VA. 2. Provide prorated or partial exemptions for veterans between 50% and 90%, similar to the programs offered in other Maryland counties and across the country. 3. Ensure that widowed spouses and families of these veterans continue to receive protection and relief. Maryland has a proud tradition of honoring its veterans. Adjusting this exemption to reflect the realities faced by disabled veterans at 90% would be a powerful step toward ensuring fairness, dignity, and stability for those who have given so much.
