Vote NO on H.J. Res 60

Vote no on H.J. Res. 60 and help protect Glen Canyon NRA, one of Utah’s most remote backcountry landscapes adjacent to Canyonlands National Park. Unfortunately, H.J. Res 60 attempts to undo sensible, balanced protections by nullifying a 2025 Park Service rule strengthening Glen Canyon’s off-road vehicle (ORV) regulations.
This rule is essential to protecting invaluable natural and cultural resources and ensuring that visitors’ experiences do not conflict. ORVs will continue to be allowed on 388 miles of roads throughout Glen Canyon. The 2025 rule limits their use only in some of the park’s most sensitive areas, including the remote Orange Cliffs next to Canyonlands, the fragile shoreline around Lake Powell, and other remote areas of the park.
If H.J. Res 60 were to pass, Congress would be undermining the Park Service’s ability to uphold their stewardship mandate under the Organic Act to ensure that Glen Canyon is left “unimpaired for future generations”. It will also be much harder for the agency to regulate off-road vehicles in the future since NPS can’t put in place a “substantially similar” rule. This could create a situation that would potentially allow further damage from ORVs to both Glen Canyon and Canyonlands.
With national parks at the height of their popularity -they had a record 332 million visitors in 2024 – and parks in Utah experiencing an exponential surge in visitation - Glen Canyon’s visitation jumped from 2.8 million visitors in 2022 to 5.2 million visitors in 2024 – it is imperative for Congress to support the Park Service in protecting their incredible resources and providing a great experience for all visitors.
