Dear Representative, Indiana State Police applied in July 2026 for a federal Department of Justice grant of nearly $30 million, with no state or local matching funds. The money would buy license-plate readers, covert surveillance cameras, and cellular-location tools. The program ties that funding to participation in ICE's 287(g) immigration-enforcement program, and ISP has committed to tracking detainments and forwarding tips to federal agencies. This is mass surveillance paid for with our tax dollars. Automated license-plate readers log the movements of ordinary drivers who are suspected of nothing. Police can search those databases without a warrant, without probable cause, and without a judge reviewing the request. Indiana has no state law limiting how this data is collected, stored, or shared. We are tired of fighting to keep rights the Fourth Amendment already guarantees. Hoosiers should not be tracked, logged, and treated as suspects simply for driving on public roads. Communities across the state (Bloomington, Fort Wayne) have already rejected these contracts. State police should not use federal money to expand the very surveillance our neighbors are voting down. I ask you to: • Oppose and publicly reject this grant application. • Refuse any funding that conditions Indiana policing on federal immigration enforcement. • Support a state law requiring warrants for ALPR database searches, with strict limits on data retention and sharing.
