Defund ICE's Spyware Programs and Dismantle the Agency

ICE's confirmed use of Graphite spyware represents an unacceptable expansion of surveillance power that threatens every American's constitutional rights. In addition to ICE's human rights abuses and excessive force against US citizens, I'm asking you to immediately defund ICE's spyware programs and support legislation to dismantle the agency's surveillance infrastructure. This zero-click technology can penetrate encrypted messages on WhatsApp without any user action. ICE claims it's targeting fentanyl traffickers, but the agency has already used surveillance tools extensively on American citizens protesting its activities. Graphite infected 90 journalists and civil society members globally in early 2025, and its abuse was so severe that Paragon ended its contract with Italian agencies. Now ICE has revived a $2 million contract for this same weapon-grade spyware. Acting Director Todd Lyons refused to answer basic questions about who can be targeted or the legal basis for domestic use. Cooper Quintin from the Electronic Frontier Foundation warns ICE could deploy this malware through administrative subpoenas against protesters, bypassing meaningful judicial oversight entirely. This isn't law enforcement. It's authoritarian surveillance that weakens our telecommunications infrastructure and creates national security vulnerabilities. Congress must cut funding for these programs and tear down ICE to the studs before this technology is weaponized against dissent.
