Don't force rural drivers to pay for urban losses

I've seen some concern over the bill to continue studying a mileage tax for Californians. If I understand it, the hope is to discern the best approach to make up for revenue loss on gas taxes as electric vehicles surge in popularity. Doing a study should be a no brainer. Informed decisions are better than uninformed ones. However, those of us in rural regions do not have access to adequate charging stations, even should we desire to join the electric revolution. Further, we drive farther for everything by necessity. I would be opposed to any actions that would force rural residents to make up a disproportionate amount of the loss resulting from innovations we could n ot reasonably enjoy.
