Reject AG Labrador's Dark Money Loophole for Churches
To: Sen. Cook, Gov. Little
From: A constituent in Ammon, ID
September 29
Attorney General Labrador's August 27 opinion creates a massive dark money loophole in Idaho elections, and I want you to push back on it. His office ruled that churches can spend unlimited funds opposing or supporting ballot initiatives — including Prop 1 — without disclosing a single donor, as long as they draw from general funds. That guts Idaho's Sunshine Law and leaves voters with no way to know who is bankrolling campaigns to shape their rights.
The Catholic Diocese of Boise alone brought in $23.2 million in revenue in 2025. Under this interpretation, they could pour millions into the most expensive ballot race in Idaho history with zero transparency. Even Sen. Ben Adams, who supports church participation in politics, said institutions wanting to influence elections should form PACs — not hide behind general funds. That's the right standard. No organization spending money to influence Idaho elections should get to hide its funding source, religious or otherwise. The Secretary of State's office needs to reject this interpretation and enforce the Sunshine Law as written.
