I’m urging you to investigate and immediately intervene in the Trump administration’s willful abuse of power through illegal “acting” appointments across the federal government. This is not mismanagement—it is deliberate sabotage. The most flagrant example: Trump named Deputy Attorney General Todd Blanche—his personal defense attorney—as acting Librarian of Congress. Blanche has no qualifications, is ineligible under the Federal Vacancies Reform Act, and presents a glaring conflict of interest. The Library of Congress serves Congress, not the President, and houses the Congressional Research Service (CRS)—which produces confidential, nonpartisan research for lawmakers. Trump is installing his lawyer to potentially access that information? This crosses the line from unethical and unqualified to flat-out illegal. It’s part of a broader pattern. Trump has stacked loyalists in unrelated agencies: • Marco Rubio is simultaneously Secretary of State, National Security Advisor, and acting head of USAID and the National Archives. • Russ Vought is Director of OMB and acting head of the CFPB—an agency he wants to eliminate. • Jamieson Greer, U.S. Trade Rep, now leads both the Office of Government Ethics and the Office of Special Counsel, two offices meant to hold him accountable. These appointments violate: • The Appointments Clause of the Constitution • The Federal Vacancies Reform Act (5 U.S.C. § 3345) • Conflict of Interest laws (18 U.S.C. § 208) • Possibly the Anti-Deficiency Act • And they undermine the separation of powers This is not governance—it’s a coordinated campaign to hollow out oversight, weaponize government, and destroy institutional independence. Congress must act now: 1. Investigate and expose these illegal appointments. 2. Block executive overreach into legislative agencies like the Library of Congress. 3. Secure CRS materials from political interference. 4. Pass emergency legislation to limit abuse of “acting” appointments and multi-agency stacking. Silence is complicity. This is sabotage—and it must be stopped.
