Support the Healthcare Reinvestment Act to Restore ACA Premium Tax Credits

I am writing to urge you to support Congressman Seth Moulton's Healthcare Reinvestment Act, which would rescind the massive ICE funding increase from the "One Big Beautiful Bill" and redirect those funds to extend Affordable Care Act premium tax credits.
The OBBB nearly tripled ICE's budget while American families now face higher healthcare premiums because ACA premium tax credits have lapsed. This represents a misguided set of priorities. The Healthcare Reinvestment Act would restore ICE funding to its FY24 level of approximately $10 billion per year and allocate the excess funds to extend premium tax credits under Section 36B of the Internal Revenue Code. This is a straightforward policy choice: invest in healthcare and the wellbeing of Americans rather than wasteful expansion of enforcement operations.
The bill includes an important accountability measure by requiring the Treasury Department to publish annual public reports detailing how many individuals retain access to affordable coverage as a result of this reinvestment. This transparency will demonstrate the tangible impact of prioritizing healthcare over enforcement spending.
Secretary Noem's recent attempts to cite OBBBA funds as justification for evading a court ruling that requires congressional visits to ICE detention facilities further illustrates the problem with this massive funding increase. When appropriated funds are used to avoid Congressional oversight and circumvent existing law, it demonstrates exactly why such vast sums should not have been allocated without proper accountability mechanisms.
Families in your district need affordable healthcare coverage. The lapsing of ACA premium tax credits directly affects their ability to access care and manage household budgets. I ask that you cosponsor the Healthcare Reinvestment Act and work to ensure its passage. Healthcare should be our priority, not expanding enforcement operations that lack proper oversight.
