Corporations passed tariffs onto consumers. Why are THEY receiving the refunds?

As you are aware, the Supreme Court of the United States of America has found Trump guilty of government overreach in his assessment of tariffs, and has ordered he return the money garnered from same. News reports states that the administration is working on beginning the process of refunding these illegally collected taxes, but so far, it looks like only corporations are being considered for the transfers. Since literally all of these corporations (minus Costco) assessed these taxes against their products and passed the increases on to the consumers, should we not be the ones to receive compensation? What is your position on this, and what is your plan to repay your constituents going forward?
