No Redistricting. Keep our elections fair.

To: Gov. Braun, Rep. Summers, Sen. Taylor

From: A verified voter in Indianapolis, IN

September 16

I am writing as a concerned citizen of Indiana to urge you to oppose any efforts at mid‐cycle redistricting or gerrymandering, and to support fair, constitutionally sound maps for our state and congressional districts. I believe that what is being proposed is not only unfair to voters, but also risks being unconstitutional, a waste of taxpayer dollars, and damaging to public trust in government. Below are some of the reasons why: ⸻ Key Concerns 1. Unconstitutional & Legally Risky Redistricting is supposed to happen once every ten years, after the U.S. Census, to reflect changes in population. Any attempt to redraw districts before that schedule is not only unusual, but may be challenged under state or federal legal standards. 2. Wasted Taxpayer Money Special sessions, legal challenges, map‐drawing, public input, and court cases all cost money. Doing this mid‐cycle duplicates work that will have to be done properly after the next census anyway. It’s wasteful when the state could instead use those resources on pressing priorities: education, infrastructure, health care etc. 3. Voter Representation • An analysis by George Washington University’s Christopher Warshaw found that, despite Republicans receiving about 56% of the statewide vote, current maps likely allow them to hold nearly 70% or more of the seats. • A report by Women4Change Indiana showed that Indiana’s legislative maps are more biased toward one party (Republicans) than more than 95% of the maps in the U.S. over the last 50 years. • According to the ALARM Project, Democrats in Indiana win about 42% of the statewide vote in a typical election; proportionally, that would translate into around 3.8 seats out of 9 in the congressional delegation. Under the enacted map, they are expected to win far fewer. 4. Democracy & Accountability If a political party believes so strongly in its policies, it should be willing to run under them — not change the rules in mid‐stream to ensure an advantage. Redistricting mid‐cycle undermines accountability; it makes elections about map lines instead of issues, diminishing trust that votes actually matter. ⸻ What I Ask You To Do • Say no to any special session or legislative initiative that redraws district maps before the next decennial census. • Commit to transparent map drawing after a census, with meaningful public input and oversight. • Support or create independent or bipartisan redistricting commissions to help ensure fairness. Thank you for your time and for your public service. I believe Hoosiers want fair maps, honest elections, and a system where our votes matter. I hope you will protect our democracy rather than manipulate the rules for political gain. Sincerely,
