Prioritize timely, full-year appropriations to enable government functioning

The continued use of continuing resolutions to fund the federal government is highly disruptive and inefficient. CRs create uncertainty, limit management options for agencies, and result in administrative burdens as staff must repeatedly prepare for potential shutdowns. Between FY 2010-2022, there were 47 continuing resolutions passed, ranging from 1 to 176 days in duration. In three of those fiscal years, no CR was approved at all, resulting in shutdowns that halted many government operations and services. CRs prevent agencies from starting new initiatives, impede hiring and training activities, and restrict travel needed for oversight and monitoring of grants and programs. They force agencies to operate under rigid spending constraints rather than being able to adjust to changing priorities and needs. This impairs the ability of the federal government to serve the American people effectively. Funding the government is one of your most basic duties. Do your job in a bipartisan way - for ALL of the people you represent.
