INCOMING ADMINISTRATION MUST SIGN GSA DOCUMENTS

To: Sen. Cardin, Sen. Van Hollen, Rep. Trone

From: A verified voter in Frostburg, MD

November 24

Thus far, the incoming Republican administration has refused to sign agreements with the GSA. These agreements outline the terms and conditions under which the GSA will offer assistance, including office space, funding, and access to federal agencies. The GSA plays a pivotal role in facilitating the presidential transition process by providing essential resources and support to the incoming administration. To access these services, the president-elect's transition team must sign specific agreements with the GSA. In the current transition, the incoming Republican’s team has notably NOT signed these standard agreements with the GSA. This decision has significant implications: • Access to Resources: Without signed agreements, the transition team is unable to utilize GSA-provided office space, equipment, and other logistical support necessary for a smooth transition. • Funding and Support: The GSA is prepared to offer post-election resources, including office supplies and IT equipment. However, these services can only be provided once the statutorily required agreement is signed. • Coordination with Federal Agencies: The absence of formal agreements hinders the transition team's ability to engage with federal agencies, access critical information, and prepare for governance effectively. The refusal to sign these agreements has raised concern among governance experts. Max Stier, president of the Partnership for Public Service, emphasized the importance of pre-planning for an effective administration, noting that the delay may impact the incoming administration's ability to function effectively from day one. The GSA agreements are essential for providing the incoming administration with the necessary resources and support to ensure a seamless transition of power. The incoming administration's refusal to sign these agreements poses challenges to the transition process, potentially affecting the readiness and effectiveness of the new government. Because the refusal to sign GSA agreements poses risks to national security, public safety, and government continuity, Congress could invoke enforcement provisions to ensure compliance. How does the elected official intend to respond?
