Demand Accountability and Policy Changes After Minneapolis ICE Shooting Deaths

To: Sen. Lee, Rep. Owens, Sen. Curtis

January 28

Two people have been fatally shot by federal immigration agents in Minneapolis in less than three weeks. This is unacceptable, and I am writing to demand immediate action to prevent further loss of life and restore accountability to immigration enforcement operations. The fatal shooting of an ICU nurse and another individual during immigration enforcement operations represents a catastrophic failure of policy and oversight. These deaths have prompted Gregory Bovino, the commander overseeing Trump's immigration crackdown in Minneapolis, to leave the city. Even Tom Homan, Trump's border czar, felt compelled to visit Minneapolis following the ICU nurse's death. Yet despite this clear crisis, the administration has doubled down on its approach rather than implementing reforms. Homeland Security Secretary Kristi Noem now faces bipartisan calls for firing or impeachment, including from moderate Senator Jacky Rosen, over allegedly misleading statements about the Minneapolis shooting deaths. When even moderate senators are calling for impeachment, it signals that this situation has crossed a line that transcends typical partisan divisions. The violence has also had broader consequences. Montana's Helena Police Department has withdrawn from a drug task force specifically because of border patrol involvement, showing how these incidents are eroding trust in law enforcement cooperation nationwide. A man even sprayed an unknown substance on Representative Ilhan Omar at a Minneapolis town hall, demonstrating the heightened tensions these enforcement tactics have created. I urge you to take immediate action by calling for an independent investigation into both fatal shootings, supporting legislation that establishes clear use-of-force standards for immigration enforcement operations, and demanding Secretary Noem's resignation or removal. Minneapolis residents deserve answers about how two people died during immigration operations in such a short timeframe, and we need concrete policy changes to ensure this never happens again.
