Subject: Oppose Section 1217/219 of the FY27 NDAA
I am writing as your constituent to urge you to oppose Section 1217 of the Senate NDAA (Section 219 in the House version) of the FY2027 National Defense Authorization Act, which would establish a "United States-Israel Defense Technology Cooperation Initiative."
This provision goes far beyond the scope of a routine defense bill. It would mandate expanded weapons research, development, and co-production with Israel across sensitive domains like AI, autonomous systems, and cybersecurity, and would limit future presidents' ability to scale back intelligence sharing even in response to human rights concerns. No other U.S. ally, including NATO members, has this level of statutory, permanent integration written into law.
My concerns are threefold:
First, this kind of long-term strategic commitment to a foreign military belongs in a treaty ratified by two-thirds of the Senate, not buried in a must-pass appropriations bill with limited debate.
Second, locking in this level of cooperation removes future Congresses' and presidents' flexibility to respond to changing circumstances or public opinion, which is inconsistent with how our government is supposed to adapt.
Third, this provision has not received the floor debate and amendment process it deserves. The bipartisan Massie-Khanna amendment to strip the House provision was blocked from even receiving a vote. I don't believe legislation this consequential should advance without full transparency and debate.
I'm asking you to:
1. Oppose Section 1217/219 as written.
2. Support amendments to strike this provision from the NDAA.
3. Oppose any effort to advance the bill before these provisions receive full debate and recorded amendment votes.
