Veto HB2811 - Criminalizing Protest Is Unconstitutional
To: Gov. Hobbs
From: A verified voter in Tucson, AZ
April 13
Veto HB2811. This bill would criminalize constitutionally protected speech and hand a minimum six-month prison sentence to anyone accused of "obstructing" ICE arrests. The language is so vague that yelling, speaking loudly, or even following ICE vehicles could land peaceful protesters behind bars.
This is a repackaged version of a bill you already vetoed, and it remains just as unconstitutional. ICE's track record doesn't warrant this kind of protection. The agency has detained hundreds of US citizens through racial profiling and has killed at least nine people so far in 2026. Shielding ICE from accountability while criminalizing dissent is dangerous policy.
Arizona doesn't need laws that silence residents who witness potential civil rights violations. We need oversight of federal agents operating in our communities, not mandatory minimum sentences for people exercising their First Amendment rights. Veto HB2811.
