The SAFE program and efforts to take away city rights to feed the homeless are not working. These efforts or doing nothing costs more and make the problem persists or worse. To date, Housing First type programs are the only answer. This has been used successfuly and was part of the he Norman Home Base Study commissioned by the city of Norman. Write and pass legislation to properly fund these efforts.
