Oppose H.B. 183 Noncitizen Restricted Person Amendments

I am writing to express my strong opposition to H.B. 183, the Noncitizen Restricted Person Amendments, which Governor Cox signed into law on March 25, 2025. While I understand this bill has already been enacted, I want you to know that this legislation does not represent my values as your constituent, and I urge you to work toward its repeal or amendment in future sessions. The bill passed through both chambers with overwhelming support, including a 68-0-7 vote in the House on February 18, 2025, and a 22-0-7 vote in the Senate on March 6, 2025. However, the legislative process moved quickly from its introduction on January 21, 2025, to the Governor's signature just over two months later, and I am concerned that the full implications of this law were not adequately considered. H.B. 183 amends Utah Code section 76-10-503, creating restrictions on noncitizens that raise serious concerns about fairness, equal treatment, and human dignity. Every person in our community, regardless of immigration status, deserves to be treated with respect and to have their fundamental rights protected. Laws that single out noncitizens for special restrictions create a two-tiered system that undermines the principles of equality and justice that should guide our state. I believe legislation should bring people together rather than create divisions based on citizenship status. Policies that target specific groups often have unintended consequences that harm families, businesses, and community cohesion. I ask that you commit to reviewing the impact of H.B. 183 and consider introducing corrective legislation in the next session to address these concerns. As your constituent, I will be watching closely to see how you respond to this issue and whether you will stand up for the dignity and rights of all people in Utah.
