Remove the AI-Preemption Rider from the FY 2025 Budget Bill

To: Rep. Takano

From: A verified voter in Riverside, CA

May 13

I'm writing to urge you to strip the new “AI pre-emption” rider from the FY 2025 budget-reconciliation bill. Added on May 12 by Rep. Brett Guthrie, this provision would prohibit every state and municipality from enforcing *any* law that regulates “artificial intelligence models, systems, or automated decision systems” for the next ten years. That’s an extreme overreach—and it has nothing to do with the federal budget. Please publicly oppose—and vote against—any reconciliation package that contains this blanket pre-emption. A national AI framework deserves open debate, not a last-minute rider in a must-pass budget bill.
