An Open Letter
To: Sen. Kaine
From: A constituent in Chesapeake, VA
October 8
I write as a constituent from Chesapeake, VA, and as a veteran who swore an oath to the Constitution. Thank you for years of insisting that war belongs to Congress.
On October 5, the President told a rally in Nebraska, "Let them take out Los Angeles. Let them take out San Diego." The White House says he was warning of a threat, not inviting one. Even so, he described the loss of two American cities as a small price to pay, and a crowd applauded. This is unacceptable. This is a constitutional matter, not a partisan one.
Your May resolution advanced 50-47 with four Republican votes, proof that a coalition exists. From your seats on Armed Services and Foreign Relations, I ask that you:
1 Keep forcing privileged war powers votes, and work with Senators Collins, Murkowski, Paul and Cassidy and with Republican veterans to widen that coalition.
2 Press for release of the Office of Legal Counsel opinion on this war, using every lever available, including nominee holds and the NDAA.
3 Pursue funding limits in the FY2027 NDAA under Congress's Article I, Section 9 spending power. Cooper-Church, Case-Church and the Boland Amendments show Congress has used it before.
4 Call for bipartisan hearings on the war's objectives and its risk to American cities.
Please tell me what you will do. Hampton Roads families carry this risk first.
