I am writing to respectfully submit a request for consideration and adoption of a revised congressional redistricting plan for the state of North Carolina. This proposed plan divides the state into 11 equal population districts based on 2020 Census data, while preserving county integrity and ensuring district contiguity. The plan addresses concerns related to non-contiguous districts present in the current map, particularly by redistributing rural counties previously aggregated into a single disconnected district into geographically adjacent and contiguous districts. This restructuring not only improves fairness and transparency but also respects local communities by keeping counties whole wherever possible. Using official 2020 presidential election data, we simulated the election outcomes under the new plan. While vote shares become more balanced across districts, the overall partisan distribution of election results remains largely unchanged, preserving electoral stability and voter intent. This approach prioritizes: Equal population distribution per district Geographic contiguity Preservation of county boundaries to maintain community representation Enhanced fairness and elimination of gerrymandering potential I urge the General Assembly to give this plan serious consideration as a step toward a more transparent and equitable electoral process for North Carolina’s citizens.
