I am a constituent writing to urge you to take action on a serious ethics violation at the Iowa State Capitol.
On April 22, 2026, Iowa Starting Line published photographs showing Iowa House legislative pages — high school-aged state employees paid with taxpayer dollars — stuffing reelection campaign mailers for Rep. Jennifer Smith (R-Dubuque) on April 6, inside the House Lobbyist Lounge during the legislative session. The mailer prominently featured a campaign donation QR code. Under Iowa Code, using public resources — including state employee time — for campaign purposes is explicitly prohibited.
I am asking you to:
1. Publicly call on the Iowa Ethics and Campaign Disclosure Board to open a formal investigation into Rep. Smith’s conduct.
2. Demand that House Clerk Meghan Nelson, who oversees the page program, take immediate corrective action.
3. Issue a public statement condemning the misuse of taxpayer-funded state employees for partisan campaign purposes.
These are young people in public service. They should not be put in the position of unknowingly participating in an ethics violation. I trust you will use your position to hold this accountable.
